New Delhi: A parliamentary panel has expressed anguish that the public image of the police across the country is negative and the police are often seen as insensitive to the common man and vulnerable sections.
The Parliamentary Standing Committee of the Interior Ministry, headed by Congress leader Anand Sharma, also noted with concern that corruption complaints had been filed against some IPS officers.
“The commission notes with concern that the public image of the police across the country is rather negative,” it said in its report submitted to parliament this week.
The panel said the police are often seen as insensitive to the common man and vulnerable sections.
“Although it is undeniable that various reasons could be attributed to such behavior on the part of the police, the emphasis on adequate training in this regard is one of the means of developing such attributes in police personnel. police,” he said.
The committee said it was of the view that a shift from a rights-based approach to a rights-based approach is necessary for a positive change in the attitude of police personnel.
The committee therefore recommended that training institutes ensure that the inculcation of soft skills in police personnel is always the priority and the focus of their training modules.
It also noted with concern the corruption complaints filed against some IPS staff.
The committee therefore recommended that faculty members of Sardar Vallabhbhai Patel National Police Academy, Hyderabad, where IPS officers are trained, develop a program during the lean period of their training schedule to visit districts and evaluate the performance of trainees at ground level.
In the committee’s view, this would provide a practical assessment of shortcomings and gaps that could be addressed by further improving the training modules.
